Dunedin City Council St Clair Esplanade Parking Changes

To: Dunedin City Council
Date: May 2025

Purpose

This submission aims to provide feedback to the Dunedin City Council on proposed parking changes in the St Clair Esplanade area. DPA's objective is to ensure that parking arrangements, especially for mobility parks, adequately meets the needs of disabled people, allowing them sufficient time to engage in activities in this popular scenic spot.

Summary of DPA submission

DPA welcomes the opportunity to give feedback to the Dunedin City Council on the proposed changes to parking in the St Clair Esplanade area, a very popular scenic spot. DPA supports the proposals outlined around limiting the time on general parking spots, believing this will allow for greater turnover and be good for business and those wanting to park in this increasingly busy area.

However, DPA recommends that the DCC creates another mobility car park on The Esplanade. The submission argues that having only one mobility park available along The Esplanade is insufficient to address the increasing need for accessible parking in this busy area, limiting disabled people's opportunity to participate in activities.

Furthermore, DPA asks that the two mobility car parks on Second Beach Road are made 240-minute parks, which is the same time limit proposed for the existing mobility park on The Esplanade. This standardisation is crucial for ensuring adequate access.

Key Recommendation/Finding:

DPA recommends that the DCC creates another mobility car park on The Esplanade.

Supporting Statement 1:

Having only one park available along The Esplanade is insufficient to address the increasing need for accessible parking in this increasingly busy area.

Supporting Statement 2:

More mobility parking would give disabled people more of an opportunity to participate in activities at the popular scenic spot.
