Draft Guidance and Requirements for Public Transport Safety and Security Monitoring and Reporting Guidelines

Purpose

The purpose of this submission is to contribute to the development of new transport safety guidance that will inform Regional Public Safety Transport Improvement Plans that will carry requirements for transport platforms including buses, trains, ferries and associated infrastructure in terms of bus stops, bus and ferry terminals and rail stations to be made safe for all transport users.

Summary of DPA submission

DPA supported the proposed guidelines due to disabled people being disproportionately more likely to experience victimisation compared to the NZ population average (40% versus 31%).

These statistics are backed up by the experiences of our community as DPA members have shared stories of assault and abuse while waiting at bus stops. As a result of these incidents, some members are too anxious or traumatised to use public transport as they do not feel safe.

Recommendations:

1. DPA strongly supported the creation of Regional Public Safety Transport Improvement Plans and called for these to incorporate the perspectives of disabled people using transport services.

2.  DPA strongly supported the need for community partnerships to be forged when it came to improving transport safety.

3. That transport safety reporting mechanisms are made accessible for disabled people.

4. The need for communications and information on transport safety to be available in accessible formats.

5. DPA strongly supported making all public transport platforms safe for everyone, including disabled people, through the adoption of Crime Prevention Through Environmental Design (CPTED) principles.

6. The need for the collation of better data on the safety issues facing disabled people using transport services.
