Lane Use Improvements

Purpose

The purpose of this submission is to convey DPA’s views on the NZ Transport Agency’s proposals to change lane usage rules which apply to motorists, pedestrians, cyclists and micromobility vehicle users.

Summary of DPA submission

1. That DPA had concerns about proposals to allow children aged 12 years and under to ride on footpaths if not accompanied by a supervising adult.

2. At minimum, children under 12 years of age should only be permitted on footpaths if they are on self-propelled, non-powered bikes and scooters (no e-scooters) and they should be accompanied by a trusted, responsible adult over the age of 18.

3. DPA supported a minimum passing distance when drivers overtake other road users, such as cyclists, horse riders and micromobility users.

4.  DPA supported allowing e-scooters to use cycle lanes.

5. DPA supported giving buses priority when leaving bus stops.

6. DPA supported the proposal to clarify that signage is not required for berm parking rules to be enforceable.
