Purpose

This submission’s purpose is to support the proposed changes, which aim to create more space for emergency services and other vehicles, while also emphasizing the critical need to ensure and enhance safety and accessibility for all pedestrians, including disabled people. DPA also offers specific recommendations for ongoing monitoring and addressing potential hazards.

Summary of DPA submission

DPA supports the changes and accepts the rationale behind them, which is to create greater space for emergency services and other vehicles accessing the street. DPA notes that Richmond Hill Road is narrow, and in some places, the footpath is at the same height as the road, creating a safety hazard for pedestrians who are forced to walk on the road to get around parked vehicles. DPA emphasizes that everyone, including disabled people, needs to be able to access streets, roads, and footpaths safely. DPA endorses the proposal to paint yellow no-parking lines on the street, which would create a greater, safer space between pedestrians and the road while encouraging residents to park in more appropriate areas.

 

Key Recommendation:

DPA recommends that the CCC encourages residents to actively manage hedges and other vegetation at the boundaries of their properties so that they don't hinder access to pathways for pedestrians, including disabled people.

 

Supporting Statement 1:

The narrowness of Richmond Hill Road and sections where the footpath is at the same height as the road create a safety hazard for pedestrians forced to walk on the road to get around parked vehicles.

 

Supporting Statement 2:

DPA emphasizes that everyone needs to be able to access streets, roads, and footpaths safely, and this includes disabled people.
